| Stage
1: Prepare The first stage of program design, Prepare, involves three steps. In Step 1, Clarify the Scope for Designing the Program, program managers should assemble the needed background information and clarify the tasks necessary to the program design process. It is important to stay focused on the goals, purpose, objectives, activities, target populations, settings, and within the established geographic boundaries. In Step 2, Assess Resources, program managers define the resources available and determine how to optimize their use to meet priority needs. Step 3, Activate Design Team and Partners, details the importance of assembling and briefing the people who can and must be involved in designing the program and its strategy, interventions, and evaluation and management systems. The scope of the project, those specific objectives and broad statements of proposed activities defined in Module 2, will serve as a guide in identifying whose expertise and input should be tapped for the initial design team. Also important at this stage is a review of stakeholders and partners so that their participation can be integrated into the design process. Given the array of people, skills, and tasks to organize, "planning to plan" is a good use of one's time. There are three steps in this stage. At the end of this stage, you should have
